Senior Policy Manager
Julia is a Senior Policy Manager on the Feeding America Government Relations Team, where she works to strengthen federal anti-hunger policy and USDA foods programs. Prior to joining Feeding America in 2023, Julia served as the inaugural Policy Specialist at the Capital Area Food Bank, supporting the strategic direction of the Advocacy and Public Policy Department throughout the DC metro area. Julia also previously lead the Advocacy Team in her role as a Marketing Communications Specialist at Northern Illinois Food Bank, serving 13 counties in the suburban and rural areas outside of Chicago. Julia received her B.A. in Political Communication from The George Washington University, and is currently pursuing a Master’s degree in Public Affairs from Indiana University (graduating in May 2026!). She lives in DC with her fiancé, Jason, and their newly adopted pup, Bagel.
Lucas Quinn
Senior Policy Specialist
Lucas Quinn (he/him) serves as a Senior Policy Specialist at Feeding America, supporting the Feeding America network in policy and advocacy concerning TEFAP, CFSP, and FDPIR. Prior to joining Feeding America, he spent 5-years with Maryland Food Bank as a Case Manager and SNAP Specialist, assisting neighbors across Maryland with SNAP application submissions and staying informed of ongoing SNAP policy changes. Originally from Massachusetts, Lucas received a B.A. in Political Science and Religious Studies from Stonehill College.
Austin Thomas
Government Compliance and Allocation Supervisor
Austin serves as the Government Compliance and Allocation Supervisor at the Saint Louis Area Food Bank, where he is responsible for managing USDA programs and overseeing the general distribution flow of commodities. Before his tenure at the Saint Louis Area Food Bank, he held the position of Agency Inventory Coordinator with the Foodbank for Central and Northeast Missouri, collaborating with partner agencies to identify and address inventory needs. Austin's background before entering the field of hunger relief includes experience in video production, having earned a B.A in Film Production from the University of Missouri.
